What This Certification Means
Why SDVOSB certification matters for federal contracting.
As of August 2024, self-certification is no longer valid. Only SBA-certified SDVOSBs count toward agency contracting goals and prime contractor subcontracting plans. Forward Security Labs holds active SBA VetCert certification.
Agency Contracting Goals
Federal agencies are required to award 5% of prime and subcontracting dollars to certified SDVOSBs annually. Only SBA-certified firms count toward this goal.
Prime Subcontracting Plans
Large prime contractors on federal contracts are required to maintain subcontracting plans with SDVOSB participation goals. Our certification makes FSL eligible to count toward those plans.
Similarly Situated Entity Rule
Under FAR 52.219-14, a certified SDVOSB subcontractor qualifies as a “similarly situated entity.” Work performed by FSL on SDVOSB set-aside orders counts toward the prime’s self-performance floor.
VA Vets First Program
The Department of Veterans Affairs operates under the VA Vets First contracting program, which gives priority to certified SDVOSBs and VOSBs. FSL holds both designations.
